The Nexusmods.com website offers over 2,800 games in total more than 550,000 mods hosted. There have been over ten billion downloads since the site launched. Not only is Fallout 4 one of the most popular games on the mod website, but also:

Due to the series hype surrounding Fallout, not only the PC games on Steam were able to grow significantly, but also other websites related to Fallout experience a new spring. One of them is Nexus Mods, which apparently had difficulties with the renewed and heavy demand for mods.
Nexus Mods itself stated that they are experiencing more traffic than usual. Additional resources have been deployed and efforts are also being made to “monitor availability and performance across the network.” The Community Manager Pickysaurus but also asks that one should note that the additional data traffic can lead to a degraded website experience.
Translated in plain language, this means that the website is currently having massive technical problems. Sometimes there is an outage and the website loads more slowly. Also the whole network (Content Delivery, Forum, API) suffers from degraded performance. However, that's not really a surprise, because it was hardly possible to prepare for this hype.
