After Microsoft announced the launch of the new Canary channel for Insiders, the first Insider is being distributed today in the newly established Dev channel.It is Windows 11 23403.1001, more precisely 10.0.23403.1001 ni_prerelease.Compiled on 02/25/2023.
Due to the changes, builds with version number 23xxx are now distributed in the dev channel.These contain the changes for the new 23H2 update.As Brandon LeBlanc writes on Twitter, new features may well appear in the Dev channel rather than the Canary channel, or vice versa.Because they are two different branches.
We will collect and provide the ISOs as usual.Let’s get to the changes in this new dev version.
- The live subtitles will be made available in additional languages.This is also the case in German.This function can be called up via WIN + Ctrl + L.
- File Explorer gets access keys.– “We add keyboard shortcuts to the XAML context menu in File Explorer.An access key is a key combination that allows a keyboard user to quickly execute a command on the context menu.Each accelerator corresponds to a letter in the display name.”It is currently being rolled out to a small portion.But as we know Xeno or Phantom, the ID will be known soon.
- File recommendations come up in File Explorer.File recommendations are integrated into File Explorer Start to provide users with the most relevant file content directly.This feature will be available to users signed into Windows with an Azure Active Directory (AAD) account.
- Voice control improvements.“We have completely redesigned the in-app command help page in Voice Control to make it even easier and more understandable.The search bar allows users to find commands quickly, and the different categories provide further assistance.Each command now comes with a description and examples of its variations”
- Narrator now retrieves Outlook support updates when Narrator starts.Currently only in English
- Multi-App Kiosk Mode – “Multi-App Kiosk Mode is a lockdown feature for Windows 11 that allows an IT admin to select a set of allowed apps that are allowed to run on the device while keeping all others functions are blocked.This allows you to create multiple different applications and access configurations for different types of users on a single device.”
Known issues in Windows 11 23403
- File Explorer:
- Insiders who have access keys in File Explorer: Access keys appear inconsistently when no key is pressed.When you press a button, they reappear.
- Insiders are having trouble with the following recommended file commands in File Explorer:
- Currently, when you click the Share command, the Windows share sheet (not OneDrive) is displayed.
- When you click on the “Open File Location” command, an error dialog will pop up, which can be easily dismissed.
- Clicking on the “Remove from list” command does not lead to any actions.
- live captions
- On ARM64 devices, the advanced speech recognition support installed via the “Language & Region” settings page requires a live subtitle restart when you switch the language in the “Live Subtitles – Language” menu.
- Traditional Chinese live subtitles do not currently work on Arm64 devices.
- Certain languages displayed on the Language & Region settings page indicate speech recognition support (e.g. Korean) but do not yet have live subtitles support.
- When you add a language through the language and region settings page, the language feature installation progress may be hidden and you may not see the completion of the Advanced Speech Recognition installation (required for Live Captions).(You can use Speech’s “Speech Options” to monitor progress.) In this case, there may be an unexpected delay before the Live Caption setup recognizes this and you can proceed.
- Subtitle performance may be degraded in non-English languages, and non-English (US) languages lack language filtering, which means incorrect subtitles are displayed for language that is not in the subtitle language.

Improvements and corrections in the Windows 11 23403
- Users will now see a copy button to quickly copy two-factor authentication (2FA) codes in notification toasts from apps installed on the PC or from phones connected to the PC.We use our best efforts to determine whether a notification toast contains an authentication code.
- taskbar and systray We added a clear VPN status to the taskbar when connected to a detected VPN profile.The VPN icon, a small shield, will appear over the active network connection.Currently, the VPN icon that appears does not use your system’s accent color, but it will in a future build.
- Search in the taskbar: The search box on the taskbar becomes lighter when Windows is set to a custom color mode.When Windows 11 mode is set to Dark and App mode is set to Light under Settings > Personalization > Colors, you will see a lighter search box on the taskbar.
- input We’ve updated the Simplified Chinese handwriting recognition engine to be faster, more accurate, and to support the characters defined in GB18030-2022.
- Ideas: Right-clicking a Win32 application in Start or locating the application and selecting Uninstall takes you to the application’s uninstall settings.
- Search in the taskbar:
- Fixed rendering issues when using the touch keyboard with the search box in the taskbar.
- Fixed an issue where double-clicking the search highlight icon in the search box would make it disappear.
- Fixed an issue where the search box could randomly disappear.
- Fixed an issue where the search icon was not flipped correctly for right-to-left (RTL) languages.
- Fixed an issue where the text in the search box would flicker when clicked.
- Fixed an issue where the search box could disappear on a monitor when using multiple monitors.
- Made some fixes for accessibility of search settings under Settings > Personalization > Taskbar.
- File explorer Fixed an issue that is believed to be causing File Explorer to sometimes pop up unexpectedly.
