These powers were granted for the purposes of protecting national security in response to the September 11 attacks.

Adopted by 60 votes for and 34 against, the text extends by two years, until 2026, the possibility for the American authorities to carry out such interceptions. In the process, it was signed and therefore promulgated by the president of UNITED STATES Joe Biden, defender of this authorization.
