The first batch of general data list covers three fields: intelligent connected vehicles, public funds, and biomedicine, and involves 11 scenarios such as multinational production and manufacturing of intelligent connected vehicles, pharmaceutical clinical trials and R&D, and fund market research information sharing, and is specifically divided into 64 data categories and more than 600 fields.
Taking the field of intelligent connected cars as an example, the general data list specifically involves 4 scenarios such as multinational production and manufacturing, global R&D and testing, after-sales service, and global trade of second-hand cars, 23 data categories such as R&D design data, after-sales service records, and vehicle chassis There are 158 data fields such as drawings and product sludge models.
Upon request, the data processor may apply to the Lingang New Area Management Committee for consultation on the data fields under each data category in the general data list, and in accordance with the “General Data on Cross-Border Flow of Data in the China (Shanghai) Pilot Free Trade Zone Lingang New Area” The management requirements of the “Inventory Operation Guide (Trial)” carry out cross-border data flow. The trial period of the list is one year from the date of release. After the trial is over, adjustments and updates will be made based on the actual situation.
Newly released documents show that under a one-year pilot project, companies registered in the Shanghai Free Trade Lingang Area, where Tesla's Shanghai factory is located, can transfer listed data overseas without further security assessments. .
In April this year, the Cyberspace Administration of Shanghai Municipal Committee and the Lingang New Area Management Committee jointly established the Lingang New Area Data Cross-Border Service Center, which serves as a physical window for general data inventory operations to provide consulting, guidance, preliminary review, and Full process services including filing. According to the official introduction of Lingang New Area, the general data list will take the lead in solving the most urgent needs of enterprise data cross-border, and will be iterated to more scenarios and expanded to more fields based on market demand.
The general data list shows that cross-border production and manufacturing scenarios include cross-border production management, parts and material procurement, inventory management, quality management, problem parts remanufacturing and logistics supply chain data during the cross-border manufacturing process of automobiles. . The global R&D test scenario includes internal enterprise data such as product design, product testing, and R&D management that are really needed for cross-border automotive product development iterations. The after-sales service scenario includes basic information of vehicles that really need to flow across borders during the after-sales service process, after-sales process records, fault analysis, after-sales service reports and other data. The global trade scenario of second-hand cars includes cross-border vehicle information, maintenance and insurance data that supports vehicle pricing and sales.
Yin Dan, chief information officer of SAIC Volkswagen Co., Ltd., said that the vehicle data list uses a scenario-based approach to clarify which data fields can be exported under different scenarios, solving enterprises’ confusion about the data export fields and facilitating the cross-border circulation of automobile data for enterprises.
