The Rising Tide is significantly more content-packed than the first DLC, Echoes of the Fallen, but it doesn't change the fate of Final Fantasy XVI. If you want more of Clive Rosfield's adventures against the gods, The Rising Tide is for you, but if it's just a passing curiosity, you can probably skip Leviathan in FINAL FANTASY XVI. You won't regret it.
