It is well known that Bethesda does not have the largest output of games, but given the scope of the games it is understandable.
According to Todd Howard, Bethesda is looking for ways to reduce waiting times between new games.

Partnerships possible
After the release of Starfield last year, the studio's biggest focus is now on The Elder Scrolls 6. With that in mind, a Fallout 5 will likely be a long time coming.
Howard recently spoke about the long waiting times between Bethesda games Kinda Funny Games: “You know, they take a long time,” he says. “One of the things we're focused on is obviously ensuring the highest quality possible.”
“But it's also about finding ways to increase our output because we don't want to wait that long either. It's never planned that way, we just want to make sure we do it right.”
Most recently, Amazon's Fallout series caused a surge in popularity of the games, from which Fallout 4 in particular benefited. But it could still be quite a while before a new fallout that benefits from this hype. Would a partnership be the solution, like with Fallout: New Vegas?

“I would say we've always had these conversations. We've done a lot of things for the series. There's not a big new game out, but 76 has gotten content for the show. And there's a great map coming in the summer with Skyline Valley -Extension.”
“We're looking at what we're doing with the franchise and thinking about whether we feel good about our plan for Fallout as a franchise – which I can't say anything about here. When is Season 2 coming? What's happening in mobile? What do we do with 76? And what about this other thing?
“Again, if I could snap my fingers and have everything instantly available, I would. But it's really about how we achieve the highest quality possible – that's always the most important thing.”
Chris Avellone, who formerly worked at Obsidian, once stated that Bethesda had rejected several proposals for further Fallout games or Elder Scrolls spin-offs. Howard also commented on New Vegas to Kinda Funny.
“First of all, they've done a fantastic job with New Vegas,” he says. “Obviously I can't reveal what we have planned for the franchise going forward, but New Vegas is a very, very important game for us and our fans. They've done an incredible job.”
